Taken from the Mugglecasters.... Was Voldemort born evil? Or was he a victim of the circumstances? I think he was a victim of the circumstances. I don't think he was born evil. No one can be born evil. They're made evil. I think that he was a lonely child...with no friends. He was an angry little boy, spoiled maybe. And he knew something made him different from the rest. He knew he was special. But he abused his magic as we saw with the kids in the cave. When he went to Hogwarts and found out his hero (tom senior) was actually a nobody and that his mother was weak...I think he wanted to be even better than them. And so he went on the path to try to rule the world. Yeah this is me trying to play devil's advocate....and I'm not good at it!

Tho one thing that you have to think about is that Voldemort is a direct decendant of Salazar Slytherin- therefore has the powers that Slytherin had- mainly evil ones.
I think that dark powers coupled with a horrible childhood could account to him becoming evil.
Therefore it is the circumstances, not the fact that he was "born evil." When you're born you can not inherit a personality, only genes that make up your appearances (and ok, in csome cases- mental illnesses) your personality is an environmental factor and evilness is part of your personality.
Tho I suppose on the one hand you can compare Voldemort and Slytherin to cases of children of criminals, e.g. murders who eventually turn to similar crimes themselves. However, in those cases you could blame that on lack of the parental figure, lack of stability, lack of a superego (aka your conscience) which, according to frued, is what you learn from the same sex parent. So again, this proves that you can't be born evil, you become "evil" due to the circumstances in which you grow up and live in.
